Session 1B: Continuing Evolution of Transportation System Management and Operations

Session Description: The Pennsylvania Department of Transportation (PennDOT) has been advancing Transportation System Management and Operations (TSMO) through policy development and incremental implementation initiatives. This session will include an update on PennDOT’s latest direction, guidebook developments and sample project presentations.

Speaker Bios:

Doug Tomlinson’s career has focused on various aspects of traffic engineering, including work zone traffic control, traffic signals, traffic calming, incident management, ITS, and traffic operations. He is currently a chief of traffic operations for PennDOT’s Bureau of Maintenance and Operations with a focus on planning and operations. Doug has worked for PennDOT since 1994. He was named ITS PA person of the year by the Pennsylvania chapter in 2013. Doug was a graduate of PennDOT’s first Executive Development Academy, as well as a 2008 graduate of the Operations Academy. Doug graduated Magna Cum Laude from the University of Pittsburgh at Johnstown in 1993 with a bachelor of science in civil engineering technology.

Steve Gault is a traffic project manager for Michael Baker International with expertise in traffic engineering and transportation planning. Steve is a licensed professional engineer in Pennsylvania and also a certified professional traffic operations engineer. He has more than 14 years of experience in engineering, working in both the public and private sectors, including traffic signal design and operation, traffic impact studies, and municipal engineering. He has supported various PennDOT traffic initiatives, including TSMO, Green Light-Go, TSAMS, Automated Signal Performance Metrics, the Traffic Operations Performance Metrics program, and Autonomous Vehicle research.

Rich Deen graduated from Geneva College, Beaver Falls, Pennsylvania in 1984 with a bachelor of science in civil engineering. After a year as a consultant, he has spent the past 32-plus years with PennDOT. While at the department, Rich has had the opportunity to work at both the district and central office levels. He has been involved in many aspects of PennDOT’s functions from design to maintenance & operations. Rich is currently responsible for the Signals and Congestion Management section and the TMC Group in District 8-0.
