Session 3C: CV/AV Readiness and Roadmaps: How States are Preparing for Connected/Automated Vehicles

Session Description: As new policies, technologies, and operational needs increase for the use of connected/automated vehicles, this session will provide insight to how three different states are preparing for CAVs. From automated bus pilot projects, to DSRC deployments and test corridors, please join the speakers to learn how Minneapolis, Delaware, and Maryland are preparing for CAVs.

Speaker Bios:

K.R. (Kenneth) Marshall is vice president and northeast regional manager of intelligent transportation systems (ITS) and transportation technology for WSP USA (formerly WSP | Parsons Brinckerhoff), where he is responsible for growing the company’s ITS and transportation technology (including CAVs) business in the Northeast (from D.C. to New England). He has more than 35 years of technical experience in the areas of traffic engineering, traffic operations and intelligent transportation systems, transportation infrastructure design, transportation planning, and telecommunications. His project experience includes urban traffic signal system upgrades for Baltimore and Las Vegas and positions as technical consultant manager for the Maryland CHART program for the past 24 years, where he most recently supported the development of the Connected/Automated Vehicle Strategic Action Plan, and I-95 Corridor Coalition technical support manager for DMS and HAR.

Jen Duval is the manager of transportation planning with Jacobs in Philadelphia, Pennsylvania. Her experience ranges from intelligent transportation systems (ITS) and operations/incident management planning to program management and strategic planning. She manages planning, traffic operations, and ITS projects for clients in the mid-Atlantic and is currently serving in a program management role for the Delaware Department of Transportation’s Connected and Automated Vehicle program. Prior to joining Jacobs in 2005, Jen worked as a city planner for the City of San Diego. Jen holds a master of city planning degree from San Diego State University and a bachelor of arts in geography from Mary Washington College in Fredericksburg, Virginia. She serves as the secretary for the WTS Foundation Board and is a member of the Transportation Research Board (TRB) Committee on Women’s Issues in Transportation.

Daryl Tavola is a member of AECOM’s Minneapolis office and is the director of intelligent transportation systems (ITS) and traffic engineering. He has more than 32 years of experience, including work in 16 different states in the areas of connected/autonomous vehicles (CAV), electric vehicles and ITS, traffic management centers (TMCs), advanced transportation management systems, transit technology, and other emerging technologies. Daryl is currently serving as the consultant project manager on the Minnesota Autonomous Bus Pilot project.
